Abstract

Community Broadcasting Agency (LPK) is one of several agencies of broadcasting existing in Indonesia today. Its activity is not commercial in nature, and it is created by certain groups of community. Its loyal users and limited frequency capacity cause its program focus only on issues of information, education and culture of its community. Some operational problem facing by the LPK are difficulty in obtaining broadcasting license, as well as limited budget provided by the state to support its activity, and also the quality of program. The new approach is intended to maximize the functions of this community broadcasting for public. Away from this, the new approach is perceived necessary for the reasons of improving its legal basis, source of budget, the availability of channels, its covering capacity, and program quality.

Abstract

Indonesia is reportedly facing a serious cyber-security threat due to the fact that the level of cyber crime in the country has reached critical condition. Unlike in coping with other crimes, to counter cyber-security, a comprehensive solutions should be found out. This paper discusses the ways of how cyber-security in the country has been handling, how its prospect, and new challenges coming from its development today.

Abstract

Syrian conflict seemed to be an endless war, which has claimed more lives of civilians, causing thousand seekingrefuge and children losing their parents. Since March 2011, a large number of houses, infrastructure, and public service are devastated. This article describes the cause of the conflict, the actors, and the impacts of the continuity of the civilian war to Syria and international community. The writers conclude that conflict was not caused by sectarian factors, but political and economic interests of opposition groups and their supporting countries. There were three major warring parties, namely President Bashar and his loyalists, Syrian opposition group, and the jihadists. While, the number of refugees has reached 2.4 million, 75% of them are women and children, and there are also 4 million internally displaced people.

Abstract

Rural government is the lowest level of Indonesian administrative system under regency or city and province. Itsexistence under the Dutch colonial era is admitted as part of the colonial government’s recognition to customary law. There was, however, a new dynamic in post-independence era, during which under Law No. 19/1965, its role was diminished, and after the enactment of law No. 5/1979, its existence has been admitted again. Using its public administration point of analysis, this paper generates question whether or not the rural government similar with local state government, local self government or non-government organization. To answer this question, the writer conducted field research in Jabon Mekar, applying observation method, combining with in-depth interview, document studies. Data was also gathered from FGD, and further analyzed by using descriptive-qualitative method. From this empirical research, the writer concludes that rural government could be considered as a pseudo-government body.

Abstract

The existence of TV broadcasting system using networking is a consequence of responsibility of broadcasting media which uses the spectrum of radio frequency. It further reveals that in the system, its main institution disseminates its broadcasting to several or many regions through its local institution, regularly, in a specific schedule. This system is developed from a democratic broadcasting principle in order to encourage participation and empowerment of local television and to guarantee the variety of its content, while simultaneously protect the rights of public to have access to the content.

Abstract

This paper discusses the environmental conservation efforts by international NGOs in Indonesia. Through a global partnership mandated by the Earth Summit in 1992, all parties are expected to involve a full role to playas well as topreserve the environment. Deforestation in thetropical forests in Sumatra has attracted global great attention. This condition has encouraged international NGOs to carry out conservation in the area of the Hope Forest in the Province of Jambi which has a fairly high level of biodiversity. However, this effort has gainned pros and cons.
